Introduction

The Governor's Office for Children serves as a central coordinating office to support the well-being of children and families and reduce the number of children living in poverty, which requires a holistic, coordinated approach within State government and across public and private sectors at the federal, State, and local levels. The Governor's Office for Children will lead statewide efforts to build a comprehensive and efficient network of supports, programs, and services for children and their families in order to promote social and emotional well-being, reduce food insecurity, combat youth homelessness, expand access to health services, improve educational outcomes and job readiness, expand access to good jobs, and increase economic opportunity in sustainable ways in jurisdictions that historically have experienced underinvestment. The Governor's Office for Children will also work with multi-sector partners to implement place-based strategies designed to provide "cradle to career" access to high quality education and care; connect workers to high quality jobs; enable family-sustaining income and access to affordable high quality housing, child care and health care, including reproductive, maternal, behavioral and mental health care; and increase community health and safety.

POSITION DUTIES

General Purpose: The Governor’s Office for Children is seeking a relationship-oriented, dynamic, self-starter to join our team as a full-time Children’s Funding Coordinator to advance sustainable and equitable funding for children and youth. The staff person will coordinate and align people, data, and money around common goals for children and youth in Maryland; and will leverage research, relationship management, and project management skills. This role has an explicit focus on advancing sustainable and equitable funding for children and youth, and will be responsible for helping the Governor’s Office for Children and community partners answer the following three questions: (1) How much are we, as a state, investing in our priorities for children and youth? (2) What is the true cost of investing in our priorities for children and youth? (3) How can we fill the gap between current investment and the true cost?

The Children’s Funding Coordinator will work in collaboration with key stakeholders to compile, regularly update and publish statewide and county specific analyses including:

  1. Cradle-to-career fiscal maps
  2. Cost estimates for improving/expanding services for children, youth and families
  3. Options for generating additional resources
  4. County- or community-level strategic public financing capacity building plans

The Children’s Funding Coordinator will work independently with general supervision from the Director of Community Initiatives and receive support from the vendor contracted by the Office to conduct fiscal mapping.

This is a hybrid position based in Annapolis, Maryland and requires flexibility to report to locations in Annapolis, Baltimore, and other areas of the state as needed.

Responsibilities:

  • Lead the completion and maintenance of a fiscal map, which will track, map, and analyze public and private funding in children and youth programs and services in Maryland.
  • Estimate true costs of designing and implementing child and youth programming, with willingness to learn methods such as cost modeling and/or cost estimation.
  • Identify new and emerging funding sources in collaboration with local and national experts to help fill the gap between current investments in children and youth and the actual cost of achieving state/community goals.
  • Maintain efficient communication between the Governor’s Office for Children and local government, school districts, community partners and advocacy organizations.
  • Guided by the Governor’s Office for Children’s established strategic plan, facilitate meetings and decision-making with community partners and local budget holders to make progress towards their strategic public finance goals.
  • Build and maintain relationships with national, state, and local partners to stay up-to-date on strategic public finance best practices and lessons learned from across the country.
  • Develop and execute the Governor’s Office for Children’s capacity-building plan for growing local expertise in strategic finance planning.
  • Position the Governor’s Office for Children as a leader in strategic public finance for children and youth by joining a growing national network of strategic public finance experts who are building local capacity and expertise within their states and communities.
  • Prepare materials that can be used where appropriate, e.g. talking points, press releases, etc.
  • Work with internal and external contacts to prepare publications.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

  • 3-5 years of experience in youth & family focused direct-service work or public policy. Candidates with direct-service experience are strongly encouraged to apply (e.g. teaching, social work, college & career counseling, youth development, childcare, after-school and summer programming, parent & youth advocacy & organizing)
  • Demonstrated experience collecting, tracking, and organizing information using Microsoft Word, Excel, or other software programs with attention to quality and detail in ensuring accuracy of information.
  • Demonstrated experience analyzing and using data to inform priorities and decision-making (e.g. teacher using student data to make instructional decisions in order to drive student learning goals; summer programming provider using family survey data to inform future program offerings)
  • Skillfulness with coordinating cross-sector collaboration (e.g. social worker overseeing caseloads of families and coordinating relevant services; youth mentor collaborating with teachers, parents, and mentees on building a plan for supporting development and growth)
  • Demonstrated mastery managing projects to completion (e.g. counselor supporting students in setting and achieving their college/career goals over their academic career; parent organizer supporting parent advocates in the successful launch of a PTA at their community’s school)
  • Exceptional interpersonal and facilitation skills
  • Experience with or desire to learn Excel, Power BI, Tableau; cleaning and summarizing data; tagging, coding, organizing, and visualizing data; survey design and other techniques for gathering stakeholder input; and researching budgetary documents and related policy resources.
  • Strong writing skills
  • Ability to work independently and as part of a team
  • Ability to maintain confidentiality and discretion in all matters
  • Flexibility to work outside of regular business hours, as needed

DESIRED OR PREFERRED QUALIFICATIONS

Master’s degree preferred
